[Web-cyradm] IOERROR

I just created a user named jrow, in my maillog I see this:

IOERROR: opening /var/spool/imap/user/jrow/cyrus.header: No such file or
directory

It doesn't create the jrow folder.

Any suggestions?  Config files you need to see?
