[Web-cyradm] some questions for development

Adding this stuff is easy, but then we also need correct 
updatescripts for 0.5.4! This needs many testing.

Check your /etc/locale.gen against the language you choose.
If you can't find it, insert it and execute locale-gen (or so?)
