[Web-cyradm] Maybe new feature

Hello,

I was thinking about something like this:
- I have domain some.domain.com
- I restrict number of accounts to ie 5 and quota to 50 MB for this domain
- I delegate control do domain administrator

And then domain administrator can adjust quotas of acconts like he wish, 
but sum of quotas can be maximum 50 MB (5x10MB or 1x40MB+4x2,5MB etc.).
What do you think abount that? If it is good idea I can write it because 
i need it. :-)
